Bull Creek Surface Water Treatment Plant Capacity Expansion
Project Summary
The Bull Creek Surface Water Treatment Plant (SWTP) Expansion increases the facility’s treatment capacity from 45 million gallons per day (MGD) to 60 MGD to meet growing water demands across the Grand Strand service area. The expansion also enhances operational redundancy, allowing portions of the plant to be taken offline for maintenance without disrupting service.
Funded through the Drinking Water State Revolving Fund (DWSRF)—administered by the South Carolina Department of Health and Environmental Control (SCDHEC) and the South Carolina Rural Infrastructure Authority (SCRIA) with joint funding from the U.S. Environmental Protection Agency (EPA)—the project required strict adherence to documentation and regulatory compliance. M. B. Kahn implemented detailed tracking and reporting processes to ensure full compliance throughout construction.
Key components of the expansion include:
Rapid mix basin
Two solids contact clarifiers
Four-cell cluster filters
2.5-million-gallon clearwell
Additional lime slurry bulk storage
Modifications to the raw water intake and force main to support increased capacity
Portions of the project were located within the 1% annual chance flood hazard area. To mitigate risk, structures were elevated above the Base Flood Elevation through engineered fill placement. M. B. Kahn collaborated closely with the client to develop and implement floodplain mitigation measures, minimizing impacts while maintaining project performance and resiliency.
